Footpath obstructed by hedge and flooding

The footpath between the pedestrian entrance to Inglewood Drive and the bus stop is obstructed on one side by a hedge which encroaches approximately half way into the footpath. Note: the hedge is outside the boundary of the neighbouring property. When there is rain, the other side of the footpath floods due to lack of appropriate drainage. After rain the footpath is very muddy, from the silt left from flooding.
