Street lights out

Can someone please tell me who is responsible for the repair of the street lights in Hillview Ludden Buncrana there is only one light working in the whole development they have gone out one at a time over a period of five yrs, i have already spoke to Donegal council they told me the builder Michael Hegarty was responsible he now tells me the development is handed over to the council and they are responsible this has become a real dangerous situation as young children are out playing in the dark this is an accident waiting to happen.
