Blocked drains and fowl smell

I live at 33 St Mochtas Green and have 2 sewerage manhole covers in my back garden. They are blocked and not clearing the smell is terrible and coming into to house. My neighbour at 32 has raw sewage coming into her downstairs toilet. When it rains the drains to the back of house are flooding. My neighbour has had private companies out on several occasions on the past 6 months. Has been advised to contact the council
