Bulb blown and pole damaged by Parish Hall

Something appears as though it has taken a swipe out of the actual pole itself. In addition to a query as to the integrity of the pole the actual bulb is not working either. This is a reasonably busy Parish Hall where many people need, use and depend upon the lighting for safe use of the [poor condition] footpath to safely access the Hall.
