Broken lights

I was walking down the lane at approximately 10.45PM on 8.3.20 and I saw two men (perhaps teenagers wearing black jackets and carrying bottles/cans), they were near to the Public Lighting box. When I came near they walked away. Then I noticed that both of the street lights on the right side (going down) were not working.
